Residents of Montenegro are taxed on worldwide income, while non-residents are taxed on Montenegrin-source income. Residence is decided by home, centre of life and business interests or by presence of more than the set number of days in the tax year. Employment income is taxed at the rates in the records, and there is a lump-sum regime for small self-employed people below the turnover bar. Tax rules apply separately from immigration rules.
