Tax is separate from immigration. Employed persons pay progressive monthly tax on emoluments, withheld by the employer, and non-citizens start paying from the first rupee while citizens have a zero first bracket. Seychelles has historically used a territorial approach for business income, taxing only Seychelles-sourced business income, with a later economic-substance change for covered companies; foreign-source passive income treatment depends on those rules. Residency can follow residence, domicile or presence over a set period in a tax year.
